Why the line is drawn where it is
An organisation that has been defrauded has a budget, a board and an obligation to find out what happened. A person who has been defrauded has just lost money and is being circled by people offering to get it back for a fee. Charging the second group would make this site indistinguishable from them.
So: no guide promotes either service, no client has any influence over what gets published, and no reader of a guide is ever the customer. The full statement is in the editorial policy, and if it ever stops being true it will be said there first.
Neither service is ever sold as money recovery. Nobody can promise to recover funds for a fee, and anyone who does is running the follow-up scam.
